With reference to Colonial Office letter of May
30th, I am directed by Secretary Sir E. Grey to trans-
mit to you to be laid before the Earl of Elgin copy of
extract from a despatch from His Majesty's Minister at
Lima, respecting the action taken by him for the em-
ployment and relief of destitute Hindoos who have ar-
rived in Peru.
I am especially to call your attention to the
action of alleged unscrupulous emigration agents at
Hongkong and to express the hope that it may be found
possible to take some steps to prevent the continuance
of such practices.
